Shenzhen Eye Hospital (hereinafter referred to as "Municipal Eye Hospital") was founded in 1983 and is the only public eye hospital directly under the jurisdiction of the Shenzhen Municipal Health Commission. The hospital integrates medical treatment, teaching, scientific research, rehabilitation, preventive care and health education. It is a well-known specialized hospital for eye disease prevention and treatment in China.

项目地处深圳市福田区核心位置，地理位置优越。项目要遵循“宝地宝用，统筹设计”的指导原则，对标国际一流眼科医院，打造全球一流的专业眼科医院，建设粤港澳大湾区眼科区域医疗中心。

The project is located in the core area of Futian District, Shenzhen, with a superior geographical location. The project should follow the guiding principle of "treasure land and treasure use, overall design", benchmarking world-class ophthalmic hospitals, building a world-class professional ophthalmic hospital, and building a regional ophthalmic medical center in the Guangdong-Hong Kong-Macao Greater Bay Area.

为把市眼科医院建设成标杆城市核心区小地块专科医院的示范案例，建成高效、绿色、智慧、以人为本并面向未来的医院，高标准开展项目建设，开展『深圳市眼科医院二期工程方案及建筑专业初步设计招标』，深刻理解项目特点和定位，以国际化视野、前瞻性思维、创造性设计，完成本项目的高水平规划和高标准建设。

In order to build the municipal eye hospital into a people oriented new green low-carbon digital smart hospital high standard project construction, and launch the Tender of Schematic Design and Architectural Design Development of Shenzhen Eye Hospital Phase II, to complete the high level planning and high standard construction of this project with international vision ,forward-looking thinking and creative design.

本次招标将确定本项目建筑方案，中标设计单位将负责范围内的建筑设计工作，包括：总体规划设计，全专业方案设计、建筑初步设计及其他相关设计配合。

The tender will determine that the winning bidder of the project will be responsible for the architectural design work within the scope, including overall planning and design, all-major schematic design, preliminary architectural design and other related design cooperation.

深圳市眼科医院二期工程位于深圳市福田区农林路与泽田路交叉口北侧，地块为医院现有占地面积中可用于扩建的场地。

The Shenzhen Eye Hospital Phase II is located at the north side of the intersection of Nonglin Road and Zetian Road in Futian District of Shenzhen city. The plot is a site that can be expanded from the existing area of the hospital.

院区总用地面积17605.93平方米，总建筑面积8.5万平方米，其中新建综合楼建筑面积5.7万平方米，改造老楼2.8万平方米，扩建后总床位达到300张床位，总投资估算暂定为62570万元。

The total area of the hospital is 17,605.93 square meters, and the total construction area is 8.5 square meters. Among them 57000 square meters are newly built, and 28,000 square meters are rebuilt. After the expansion, the total number of beds will reach 300 beds. The total investment is estimated to be CYN 625.7 million.

深圳市眼科医院二期工程设计内容：以院区地块整体规划范围作为研究对象，开展规划设计，改扩建工程方案设计及建筑专业初步设计。

The design content of the Shenzhen Eye Hospital Phase II takes the overall scale of the hospital site as the object of study to carry out the conceptual design of the planning scheme and the preliminary architecturaldesign.

2. 设计要点 Design Key Points

The overall planning requires forward-looking, scientific, advanced, and appropriate. To achieve reasonable layout, complete functions, efficient processes, safety and health. Have a deep understanding of project types, characteristics and positioning, consider the relocation of new and old buildings, and finally realize functional integration. People-oriented, creating a highlighted urban public space in this project.

Excavate the public value of the project site, make the treasure land treasure use, and coordinate the design. The underground space should be fully utilized and integrated with the existing hospital buildings; the facade and functional design should fully consider the particularity of ophthalmology patients, and actively try to use new, modern, concise and durable materials to ensure that the new building is durable.

资格预审委员会对报名单位的公司资格、业绩、拟投入项目的团队业绩，概念提案等资料进行评审，评选出9家无排序入围单位及2家有排序的备选单位，最终确定9家入围单位进入第二阶段设计竞标阶段。

The prequalification evaluation committee should review the tender documents such as company’s qualification, achievements, performance of the proposed project team, conceptual proposals submitted by the bidders. 9 non-ordered bidders and 2 sorted candidates would be determined from the prequalification round and 9 units would be confirmed to enter the second phase of design bidding stage.

其中，资格预审概念提案要求：

Requirements on the conceptual proposals for the prequalification:

1）需根据项目设计任务书中的项目定位、建设内容等信息的解读，理清规划设计与建筑单体设计的设计目标。

According to the interpretation of the project positioning and construction content in the project design task book, the design goals of planning and design and architectural design should be clarified.

2）通过总平面图、分析图、效果图等表达设计构思、设计依据与特色，梳理项目方案设计的关键点。

Express the design concept, design basis and characteristics through general plan, analysis drawing, effect drawing, etc., and sort out the key points of project design.

3）同时围绕眼科医院项目发展的新趋势、大城市小地块眼科专科医院面临的核心痛点及解决新思路、如何实现新建建筑与老院区之间的传承与发展与融合等问题，提出独特见解及构思。

At the same time, focusing on the new trends in the development of ophthalmic hospital projects, the core pain points faced by ophthalmic specialist hospitals in small plots in large cities, new ideas, and how to achieve the inheritance and development and integration of new buildings and old hospitals, unique insights and Idea.

投标人提交符合设计任务书要求的成果文件，由招标人组建评标委员会,采用记名投票法进行评审，推荐3名无排序中标候选人，由招标人组建定标委员会从中标候选人中确定中标人。

Prequalified bidders shall deliver documents in compliance with the Design Brief. The tenderee should constitute a bid evaluation committee and open votes will be adopted to select 3 shortlisted candidates. The awarded bidder would be finally confirmed by the bid determination committee formed by the tenderee.

3. 设计定标阶段 Bid Determination Stage

1) 定标方式：一次票决法

Calibration method: One vote.

2) 由招标人依法依规组建方案评标委员会，并从方案评标委员会推荐的3名中标候选人中确定1名中标人。

The tenderee shall constitute the bid evaluation committee according to applicable laws, and select the awarded bidder from the top three candidates recommended by the committee.

1.投标申请人须是注册的企业或机构。

The applicant must be registered enterprise or organization.

2.本项目接受联合体投标，不接受个人或个人组合的报名。以联合体投标的合作方需符合以下要求：

Application as a joint group is allowed in this tender. Individuals or teams of individuals are unaccepted. Requirements for joint groups are as below:

（1）联合体成员不得超过2名。

The number of joint group members should be no more than 2.

（2）联合体成员不得再单独或以其他名义与其他设计单位组成其他联合体参与报名。

Members of a joint group should not re-apply for the bid independently in the name of their own or other joint group constituted with other design institutes.

（3）联合体合作方需签署具法律效用的《联合体协议》，并明确牵头单位，双方的分工划分方式和设计费用的分摊比例、分配方式等。

A Joint Group Agreement with legal effect is required to clarify the leading member, equity share, proposed working responsibilities, division of work and so on.

本次招标合同为固定单价合同，中标价以投标报价为准，总设计费暂定903万元，包括以下三部分：

This bidding contract is a fixed unit price contract. The winning bid price is subject to the bid price. The total design fee is tentatively set at CYN 9.03 million, including the following three parts:

1.基本设计费暂定价为705万元，基本设计费单价上限价82.9元/平方米。

The basic design fee is temporarily priced at CYN 7.05 million, and the upper limit price of the basic design fee is CYN 82.9 per square meter.

2.BIM设计费暂定价为48万元，单价为5.6元/平方米。

The BIM design fee is temporarily priced at CYN 480,000, and the unit price is CYN 5.6 /square meter.

3.未中标优秀方案补偿费：150万元。其中：进入定标阶段但未中标的2家单位各补偿30万元人民币，进入评标阶段但未进入定标阶段的6家单位各补偿15万元人民币。落标补偿费为固定费用，结算时不作调整。

Compensation fee for unsuccessful outstanding scheme: CYN 1.5 million. Among them: the two units that entered the bidding stage but did not win the bid each compensated CYN 300,000, and the 6 units that entered the bid evaluation stage but did not enter the bidding stage each paid CYN 150,000. Compensation fees for bid failure are fixed fees and will not be adjusted during settlement.
