Pre-announcement丨Competition for Conceptual Design of Dapeng Public Affairs Center (tentative name)

本次预公告提前将大鹏公共事务中心（暂定名）概念方案设计竞赛有关事项予以公开，其主要目的是让潜在参赛团队有充分时间做好竞赛准备工作，以提高本次竞赛工作的成果质量。本次预公告以正式竞赛公告内容为准。

This pre-announcement intents to publish the relevant information regarding the Competition for Conceptual Design of Dapeng Public Affairs Center(tentative name) in advance and allow potential competitors to have sufficient time to get prepared for the upcoming competition. The pre-announcement is subject to the content of the official competition announcement.

（1）项目名称：大鹏公共事务中心（暂定名）

（2）用地概况：项目选址地块位于深圳市大鹏新区葵涌中心区金岭路和规划金业北路交汇处西北侧。用地范围约77174平方米，其中禁止建设区域及橙线影响区域范围约37991平方米，可建设用地面积约39183平方米。

（3）项目组成：包括公安指挥中心、档案馆·方志馆、交警大队三大部分。

（4）建筑规模：总建筑面积为178329平方米，其中地上建筑面积112337平方米，地下建筑面积约65992平方米（暂定，地下面积主要为设备用房、停车及人防，设计师可视具体方案处理地形方式适当调整）。

(1)  Project name: Dapeng Public Affairs Center (tentative name)

(2) Land use profile: The site of the project is located in the northwest of the intersection of Jinling Road and planned Jinye North Road in Kuichong Central District, Dapeng New District, Shenzhen. The land area is about 77,174 square meters, including 37,991 square meters of forbidden construction area and orange line affected area, and 39,183 square meters of constructable land.

(3) Item design: Including Public Security Command Center，Archives and Local Records Museum, Traffic Police Brigade.

(4) Construction scale: The total construction area is 178,329 square meters, including 112,337 square meters above ground and 65,992 square meters underground (tentative, the underground area mainly includes equipment room, parking and civil air defense, which can be adjusted according to the specific scheme).

（1）主题阐述 Theme

山海经脉，绿色营造

以绿色环保理念和策略来引领这片容纳大鹏史志档案（经史）、公安交警（安全与交通命脉）的大鹏公共事务中心（暂定名）建筑群的建设全过程，彰显葵涌山海经络、大鹏滨海特色以及深圳东部丰厚的历史文脉。

Green Building in Geographical Context

With the concept and strategies of green environmental protection to guide the the whole process of the construction group building of Dapeng Public Affairs Center (tentaive name) , which contains Dapeng chronicles archive (classics and history) and public security and traffic police (safety and traffic lifeline), show the features of Kuichong mountain and sea meridians, Dapeng seashore and Shenzhen east rich historic context.

（2）设计挑战 Challenges

• 行政建筑如何摆脱固有刻板形象，使之更加亲民和具有当代岭南地域特色？

• 如何处理地形高差、建立建筑群组关系，并保持城市看山视廊？

• How to get rid of the stereotypical image of administrative buildings and make them more close to the people and have contemporary regional characteristics of Lingnan?

• How to deal with terrain elevation difference, establish building the relationship of construction group, and maintain urban-mountain view?

（1）阶段安排 Stage arrangement

1) 入围简案阶段 

Shortlisted Brief Scheme Stage

竞赛采用公开+邀请的方式，确定8家入围联合团队，获得入围奖金，进入概念方案竞赛。8家入围联合团队中5家采用公开报名甄选方式，3家为邀请方式。3家受邀设计机构需自行与其他设计机构组成联合团队，获得竞赛概念方案阶段参赛资格。公开报名及受邀参赛联合团队均需提交简案进行评审，简案需针对已有城市设计指引及竞赛任务书进行分析，并提出改进建议及概念草案供评选。

The competition is open and invited. 8 shortlisted joint teams will be selected to win the shortlisted prize and enter the Conceptual Scheme Stage. Among the 8 shortlisted joint teams, 5 are selected by open registration and 3 by invitation. The three invited design agencies are required to form a joint team with other design agencies to qualify for the Conceptual scheme Stage. Open entries and invited joint teams are required to submit a brief scheme for evaluation. The brief scheme should be based on the analysis of the existing urban design guidelines and competition task book, and propose improvement suggestions and draft concepts for evaluation.

2) 概念方案阶段

Conceptual Scheme Stage

在确定的任务书及城市设计指引下，提出建筑概念设计方案供评选，专家评审委员会评选出3家优选联合团队。概念方案阶段竞赛仍保持公开，接受自由参赛联合团队继续报名（入围简案阶段落选团队也可作为自由参赛联合团队继续报名），但自由参赛联合团队不获得入围简案阶段奖金。

Under the determined competition task book and urban design guidelines, the candidates should propose architectural conceptual design scheme for evaluation. The Experts Review Comittee will select three preferred joint teams. The Conceptual Scheme Stage will remain open for free joint teams to register（The team that failed in the shortlisted brief scheme stage can continue to register as free joint team）. Free joint team will not receive the Shortlisted Brief Stage Prize.

3) 审定及优化阶段

Review and optimization Stage

审定及优化阶段：审定委员会审定竞赛评选结果，确认第一名优胜方案。第一名方案优胜联合团队后续根据各方意见对设计方案进行优化。

The evaluation committee will review the results of the competition and confirm the winning plan. The first winning joint team shall optimize the scheme according to the opinions of all parties.

（2）报名要求 Registration requirements

1)资格要求：境内外具有相关设计经验的设计机构均可报名参加，但本次竞赛不接受个人及个人组合的报名。

1) Qualification requirements: Design agencies with relevant design experience at home and abroad can sign up for the competition. Application of individuals and teams of individuals is not accepted.

2）组队要求：因本次竞赛项目为多个单体项目的集合，因此也要求报名参赛者为2家及以上的设计机构组合为联合团队来参赛，联合团队应有“总体设计统筹＋不同单体建筑师”的分工组合，以达到项目建筑群既有相互呼应、联系的整体感，又能满足不同部分设计要求（包括进度）之下的丰富个性。联合团队各方不得再与另外的设计机构组成联合团队参加此次竞赛。

2）Team requirements: As the competition project is a collection of several individual projects, it is also required that two or more design agencies should be enrolled as a joint team to participate in the competition. The joint team should have the division of labor and combination of "overall design coordination + different individual architects", so as to achieve the overall sense of mutual connection of the construction group, and meet the design requirements of different parts (including progress) . Each member of the consortium shall not join another consortium with other design agencies to apply.

（3）竞赛奖金 Competition Prize

1) 入围简案阶段奖金：

1) Prize for Shortlisted Brief Scheme Stage:

• 8家入围联合团队均获得50万元人民币

• The eight shortlisted joint teams will each receive 500,000 RMB.

2) 概念方案及审定阶段奖金：

2) Prize for Conceptual Scheme and Review Stage

• 第一名联合团队获得230万元人民币（含方案优化费用）

• 第二名、 第三名联合团队均获得70万元人民币

• The joint team of the first place will get 2.3 million RMB (including the cost of scheme optimization).

• The joint team of second and third place will each receive 700,000 RMB.

（4）竞赛日程安排（暂定）Competition Schedule（Tentative）

【其他】

本次竞赛结果与下阶段实施合同不发生关联。下阶段各分项项目工程招标任务书将以竞赛优化成果为基础，中标机构将按新区政府相关要求与竞赛优胜团队合作，实施竞赛优胜成果。

本次竞赛计划于3月中旬发布正式公告，具体竞赛内容以正式公告为准。

The results of this competition are not related to the implementation of the contract in the next stage. In the next stage, the bidding assignment of each sub project will be based on the optimization results of the competition, and the bid winner will cooperate with the winning team according to the relevant requirements of the new district government to implement the winning results of the competition.

The competition is planned to be officially announced in mid March, and the specific competition content is subject to the official announcement.
